Underwood, State ex rel. v. Indus. Comm. (5/7/02)

Res judicata did not bar Commission from making determination about claimant’s reason for leaving employment. Previous Staff Hearing Officer order mentioned issue, but the issue was not directly or actually at issue in that hearing, and therefore was not litigated.
